Hows it is determined? Is it based on record or it there a seeding systems that takes other factors into account?

Points system. I'm not familiar with the nuts and bolts of it, so I just posted the standings from Websites4Sports.com as a rough guestimate.

I really don't see Concord missing the tournament because of strength of schedule one of the toughest in the state. also Middletown had a tough schedule the only lost that will really hurt them was hogdson they'll get 0 points for that one. A few of those teams with winning records won't get in because of how weak there schedule was and losses to bad teams

You get 2pts for each win
1 xtra pt for a win vs a team with .501 win% or better
2 xtra pts for a win vs a team with .701 win% or better

1 pt just for playing a team with a .501 win %
2 pts just for playing a team with a .701 win %

0 pts for losing to a team under .501 win %

Not only will Concord get in but they will get a decent seed & a home game in the first round.
The point system is the great equalizer. Teams get rewarded for playing tougher schedules. Basketball lends itself to scheduling opportunities, I honestly wish there was a way for it to be done in other sports. D-II football is very tough to schedule. Make it too hard and you can get beat up and crushed like a grape. Too soft, you are on the outside looking in.
