Both of your examples demonstrate the illegality of your scenario: Coaches are forbidden by DIAA from doing exactly what DOES happen. DIAA does nothing about enforcing the rules they make. Most coaches follow the rules and take what comes to them because they have AD's that insist upon it. Some schools have AD's who watch as it happens, and one school actually has an AD/Coach who does it. Oh, a private school.
Here is the proper scenario:
Coach to parent: ..................... (crickets).

There is no rule prohibiting a coach from talking to a kid not enrolled in his High School... there is however a rule prohibiting them form offering improper benefits to come to his or her HS..

School/Coaches should be selling the academics, not out poaching kids with promises of athletic glory. The best school for proven future success is Concord High. 5 players currently in the NFL(at least last year). Coach Kosanovich didn't play any of those games.
