2017 Rule Change Divisions Etc

So. early this year there was a vote at Smyrna High School for 3 Divisions
1A
2A
3A

1A being the Strongest Division.

They are using a formula: Last 5 seasons record. Win/Loss %, Strength of schedule.
They "PILOT" was passed 47 Coaches YES 46 NO rest didnt vote or were absent. That number was Boys & Girls Coaches Combined.


OAN: I personally spoke with the guy who installs shot clocks in the WCAC this year at Play by Play showcase.

He told me it would cost 300,00 for all (52) school with teams to have them. That's 5,769.23 per school.

Adding (2) games would cost each school 1500.00 each. (light)

The henlopen conference cosists of about 8 or 9 new schools out of 12 in the conference that all have shot clocks. so you can eliminate some of that
 
That formula that they are using to possibly re-align is not correct. The coaches vote was to gage interest in the system, the final decision would be the AD's and DIAA decision. In addition this would not happen until 2017-2018 IF anything happened as we are in the middle of a 2 year scheduling cycle.
 
I have a huge problem with any system that wouldn't take into account enrollment and/or area to draw enrollment from. Question - how often would the divisions be reset using the 5 year average under that system (would it be a rolling average with realignment every other year, every 5 years, etc)?
