How does Seeding the Brackets work?

I'm sure someone out there has the answer ? Maybe it's obvious ,or not ? I have no idea and am just curious. Do the Henlopen, Blue Hen and Indy seed their tournament's based on head to head results within the conference ? Then once you get to States how's the process work? Does it just go by head to head ? Does a wrestlers out of State record and strength of schedule factor in?

State criteria:

The Individual State Wrestling tournament will be seeded by the State Wrestling Committee based on approved criteria. The criteria places primary emphasis on the wrestler’s finish in their conference qualifying tournament, head to head competition for the current season, competition against common opponents, followed by a point system determined by a list of criteria approved by the SWC to establish the seed order for all 16 seeds.



Wrestler’s place in the Qualifying Tournament. A wrestler who finished lower in the Qualifying Tournament may not be seeded before the wrestlers who finished higher in THAT Qualifying Tournament.

The top three finishers in each Qualifying Tournament are compared and once a decision is made as to the seed, the next highest finisher from that Qualifying Tournament goes on the board for comparison with the two other wrestlers that remained.

The first basis of comparison between the wrestlers that are under consideration is Head to Head Competition. If tied the winner of the most recent match would get the nod.

If needed, the second basis for comparison is Competition Against Common Opponents.

If needed, the third basis for comparison is the point system determined by a list of criteria approved by the SWC.
