You seem to be a ref so I wanted your interpretation of a rule. If team A is winning with under a minute and team B needs to foul. Is it an intentional foul if Team B hugs a girl off ball?
 
Seems to be??? I should be offended, but being a basketball official I'm not.

As for your question: it is an intentional personal foul because it is a "foul designed to keep the clock from starting or to neutralize an opponents obvious advantageous position."

The penalty is two free throws for Team A and the ball out of bounds.

Now weather or not the officials at that particular game called anything or not I won't comment on. I was not there and will not pass judgement on what happened.
 
Greyghost is correct, but I can tell you from experience that it is rarely called an intentional foul. Most refs simply call it a hold and treat it as any other foul.
